Yeah your right, I did the calculations here, where I live the average salary is $221 per month, divide that by 120 (hours per month) and you get $1.8... But then again, where I live the average salary is "Salario Minimo", I don't think it's fair either.

But I have a few friends who will probably be bidding on this project, because it's decent money for my city.

As a fellow Brazilian I have to defend Callistek a little bit here:
I would pay $60/hr if the guy could make all the art in no more than 3 hours.
I think $60 for the hole project is low, (I don't agree with the "In Brazil the normal hourly wage is $1"), but I don't think I would pay more than 200$ for this kind of art either.
I know artists that would make the art for less than $60 and I know artists that wouldn't make for less than $100 per piece...

If you don't like it, just don't bid...

I'm from Brazil. I can't pay that much. In Brazil the normal hourly wage is $1, forgive me if I can't pay what you earn, I'm hoping for some talent from countries similar to Brazil.

better be $60 per hour .. or per piece.. otherwise that is just plain ridiculous and insulting... IF its $60 for the whole thing you better offer like 45% on the back end....
